Initially, they were unsure of how many puppies were inside the grate so they had to get them all out to understand. The sewer was not as deep as they thought and they were able to successfully remove the whole crew.

Poor puppies. They must have felt so out of place moving from a cold and dark sewer to out in the open around people. They got close together to stay warm. It was clear that they had been down below for more than a few days.
